I think most this kind job are offshore design or engineering related to oil industry rather than traditional civil/structural projects. For people interest on that field, Texas is absolutely No.1 choice. Just curious how's future market for that field? Is that possible to start own firm in future? Or no chance?

it depends the location! Fresh PhD is not a plus but a minus! Can you tell me how many companies consider to hire Phd's? My classmates: getechnical area: PhD with over 4 years expereince: 60k, MS: 44k, MS: 42K.MS:40K Concrete Area: PhD: 50k Material Area: PhD:52K,MS:42K. All are recent years(less than 3) and Chinese guys! The areas refer to the job not those they studied.I studied asphat,but work in geotechnical and partially structure.BTW,ranking of our program is
