This is in the context that someone read my paper with 20 minutes and then
write back to me. He used "seems pretty decent"
I feel the first one is not really a high evaluation, though I feel the 2nd
one is.
Anyone with good English sense say say..

Thanks. But does this mean he did not express confince because of lack of
knowledge
or simply because of the weak feel of the paper itself

sounds like to me he just scanned through it without really paying too much
attention so he couldn't give you a more detailed evaluation.

Sounds to me like he lacks confidence because of lack of domain knowledge of
he simply didn't scrutinize all the details.
