"something out there" = something is somewhere, not sure where it is,
probably similar to "something at large" in some contexts
"There is a murderer out there and we will capture him and bring
him to justice."
"something over there" = something is closer by, maybe within visual or
hearing range, general or even specific location may be known
"That's the murderer over there...he's trying to run away!"
"something there" = maybe more definitive, more emphatic than

when you're in the room by yourself and you hear certain unidentified sounds
somewhere in the room you'd say"there's something there", but if these
sounds are coming from outside of the room you'd say "there's something out
there".

because if it were in there, then you would see it already. you won't know
where it is only if it is out there.
