I consulted with many lawyers and got the same answer:
My salary is too low to apply for H1B.....(or below the prevailing salary)..
feel very depressed these days.
Haven't talked about this issue with my boss..
My case is: fresh MS w/no experience, entry level staff engineer, working
for a small environmental consulting firm in NJ. 46k/year.
I just wanted to know how much you guys were offered for the 1st year... and
for applying for H1B

换个律师吧，好象还没听说过因为工资而办不下来的呢。
你的工资已经不少了。虽然不多，但是肯定还没少到办不了h1b的程度。

what's the prevailing salary for your job title in your area? I think you
may get it from the DOL. Rule of thumb is that your salary be no less than
the 95% od the prevailing salary. I think you need to ask your attorney to
try different title for your job.

Smaill consulting firm does not have legal team to take care of your H-1B or
GC application. They may ask you to hire an attorney for H-1B or GC
applications, and later your legal fee will be reimbursed.

如果用劳工部的online database，你的好像是不够，主要是NJ工资都太高了，换个
title试试，同时向NJ州的state force request一份他们的PREVAILING WAGE(写工作要
求的时候写的稍微低一点），州里的数据大多数时候会比FLC Wage要低一点。
