有一个NSF award由于没有找到合适学生，所以第一年没有花钱。但annual report中我
写了很多我自己做的东西，但被PM给退回来了，说：
There has not been any money spent on this award; therefore, the gains made
are made in the research "space" but may not be attributed to this NSF award
.
是说让我写的research achievement那些东西都给删掉吗？多谢！

没花NSF的钱，那些成果跟NSF无关。

Possible interpretations:
1) The research achievements you have reported do not match with the
proposed research activities.
2) An NSF awardee is expected to demonstrate efforts beyond the activities
in the research space, such as training students, outreaching as you have
proposed.
3) An NSF award is realized only after the reimbursement is requested to
cover the expenses. In some sense, NSF awards can be viewed as federal
subsidy to local community. Without the expenses, the subsidy is not
realized.
Overall, I feel that the PM feels that you have not made achievements
pertaining to the NSF award.
I am just guessing.
