need help on Arcview 3.2 projetion# GeoSpace - 地球与空间科学

I need to do projections between these two coordinates:
Projection = State Plane, Arizona Central Zone
Datum = NAD83-92(HARN)
Units = International Feet
Projection = UTM, Zone 12
Datum = NAD27
Units = Meters
I used Projection Utility and selected the NADCON in the Datum Tab do it.
However, the project data were off approximately 1~2 meters. Does anybody
have ideas how to do it correctly? Thanks.
