Transfer?

I am now a first year ph.d student. I am considering to transfer to my bf's
university. But the business school ranking is quite high and it seems
difficult to get the offer for the Ph.D in that university. So I am thinking
of reapplying for another master. So, should I tell them that i am now
studying the ph.d when i apply? Also, should I tell my advisor about my
transfer plan? Thanks!

apply for master is ok.
once u get there,u will have chances to know people around.
then if u wish ,u can try ph.d. again.
sure it will be easier if u r there.
as of ur transfer plan, i think u should tell ur current advisore
after you settle down everything
it is just for safty:)
