My wife is applying to a univeristy.
She is in USA now although she is still a graduate student in China. But she
will not go back to China to finish her master degree. When she filled the
application form, she just filled it as everybody did and sent the unveristy
her undergraduate transcript and graduate transcript. But the unveristy told

Can she just say she can't get the master degree before or after getting the
offer?

Confused. Master degree is not a requirement for getting into a Ph. D.
program. If you did not claim you will get one. The University should not ask
for it.

不是很多人中途退学么，问问人家怎么弄的。

In your resume, you should mention this. In their application form, you can
only fill as a BS not MS.
They will not ask for proof for MS for sure.

if you did not say you will get a master's degree, of course they will not ask

每个学校处理这个都是不一样的。我2002年毕业的，毕业的时候还没有拿到degree (英式
的research degree, examination of thesis等等要差不多一年）,然后到美国这边也没
说什么啊，上了一年，2003年拿degree,然后这边的graduate school就给了residency
credits。
你老婆去了和她老板谈，然后让老板出面就是了
