今天收到HR的一封信，信中提到如下信息:
It is anticipated that the quota for H-1B visas for fiscal year 2013/14 will
be met the first week of April 2013.
If your current work authorization is OPT and expires before April 1, 2014,
we will not be able to apply for an alternative work permit for you. You
should also know that our company does not participate in E-Verify.
第一段是不是指2013年的H-1B配额已经于4月第一个星期就满了？
我的OPT是20132月15号开始的，那么按照他所说，公司不会帮我办理alternative work
permit，请问alternative work permit是什么？E-verrify是什么意思？

就是说2014年4月1号前你OPT过期的话没办法给你办H1B （因为这一年度已经完蛋了，
你没办，下一年度的到2014年4月1号才能办），同时公司不参加E-verify，不可能给你
延OPT，意思就是你只能在你现在公司待到2014年2月15号
