Both are small. Perhaps you have a different PM.

I guess the PM usually informs the PIs earlier if their proposal are
accepted, and rejected the proposal later. Sigh!

I don't understand. why the hell should they award a Chinese, who is
practically what this program is designed to guard against? They'll be nuts
to have a Chinese develop the basic framework which is intended to protect
