首先,这几个星期的FIASCO 是DOS,CIS 办事混账,和CIS死要钱/面子引起的. 至于说故
意耍人,这是气极了说的,我不认为DOS/CIS 有什么动机故意耍人.

DOS started with intention to exhaust 07 visa numbers by opening all EB to
allow more cases to be approved before 9/30. But they were super stupid in
doing this. It was too late in the year to do this. No reasonable person
would believe CIS can approve a sizable number of 485 in 2 to 3 months. CIS
knows it. Making it worse, DOS made all EB current. A huge number (may be
10W to 30W) of
