Relink 绿宝书 is very helpful.

"Relink" is not the right word and "consolidate" is.
My encounter with the officers:
5/10: Email TSC and NSC, using the template and address in the link above.
Fax to NSC
5/10: (TSC) received automatic reply email, which asks for more information.
I sent another email to TSC.
5/11: (TSC) I received two replies from two different officers for my two
emails. I responded immediately

我也在办relink.所有的申请全在TSC,写了email,被告知打电话.打了电话,说需要自己
写信.今天下午才把信寄走.

case is with an IO, and RFE email noticed yesterday...

我觉得影响不大,可能处理时间会略长,因为case不在一起.bless!

I Sent the written request on April 26 to NSC. I was told I-140 was
transferred to NCS from TSC. Still waiting....

as the IO told me, written request sent without being asked (RFE) will go to
nowhere, because anyone could send something to USCIS and USCIS will not
and should not response to such requests -- they only take care of
applications with USCIS forms or response to RFE...
Re-link (if only talking about put all your files under the same A# fold) is
automatically, but to ask them transfer your priority date you have to
contact them by phone or email until the case is sent to an IO for review...

I mailed relink requests to both NSC and TSC. Got GC within one month.
Mail your request. Will work very soon.

没有RFE应该也能发信.我是IO告诉必须要写信. 看来不同的IO不同说法,反正发了没坏

There is a soft LUD today for my I-485. It seems it has been linked to the
new I-140. Blessing......
