As I know, background check is performed only AFTER an offer is made, not
before.
Right?
If a company asks for personal info (SSN) before an offer is on the table, I
doubt they may be just collect personal info. Is that right?

The company is a well-known public one with size of total 4000 employees.

我总的引用数目不多，不过有一份英国的博士论文对我做的工作有很好的评价，有用吗
？我想把他的评价放到petition letter里面，但是这个博士是2009年才毕业的，我担
心IO觉得他不够分量。

background check一般是在出了offer且你接受以后，否则就是浪费人力物力。

That's definitely right.
I figured a way to do this: supply only info enough to make an offer, but
not sensitive enough for background check.
That is, addresses and contacts are provided, but not SSN and Birthday.
I won't give you that unless you give me an offer. :-)

I think it depends on the area you live.
I'm in New York state, the case is:
Verbal offer --> if say 'Yes' ---> background check --> pass? --> Official
offer.
When I was in CA, Upon the reference check response, they extends the offer,
and if you take the offer, they perform background check.

有的公司是在申请的时候就要求background check的。depends on你申请的职位，有的
职位有这个需要，公司需要make sure你qualify，才会下一步考虑面试。
一般公司offer出了如果需要background check的话，会让你签agreement的，你同意，
他们才会开始。
