CA is pretty slow in approving I-130 for FB2A category. But since the PD is
moving
so fast ahead, maybe they are getting faster in approving these kind of
cases.

You are filing ....if approved, would make an immigrant visa number
immiediately available to you.
我认为这一句说即使没有批也是可以递交的。
并且485是按照递交的先后时间批，与PD无关，所以我打算递交485了。
