Not always, but more likely. The reason being that the USCIS is supposed to give an answer within 15 days , otherwise they'd return the PP fee. However, they don't want to give the money back even if they can't process it, so ... A RFE in the last minute is a better option for them. However, RFE is not such a bad thing, especially when it's the last minute kind. You will pass when they have more time to review your case.
No. You have 30 days to respond, and they have 60 days to make a decision. If there's no response in 60 days, you can file SC. It's not said by me, but by on-board lawyers. I saw it somewhere based on their clients' statistics. It's hard to say. You will never know if you don't go PP but go regular and don't get a RFE, whether you'd ever get a RFE if PPed. Vice versa, you will never know if you go PP and get a RFE, whether you'd never get a RFE if you don't go PP. There's always a factor of luck in all applications.

Can you explain why it is not bad if you get RFE? Just because it means your case is touched? Of course most people like their case can be approved directly without RFE. For me, it is common-sense.
