I am also very clueless on this, as some people respond and others don't. It does not indicate anything about you, and don't take their responses personally. I guess that there're not many tips, but just to send out more requests. You must have tried those tips to use the networks of your advisor or friends. And for the papers that cited your work, you can ask all the authors, not necessarily the first authors (of course you may want to come up with an order to ask them, in order not to embarrass them if they talk among themselves). "想想也是,人家见都没见过你,干吗给你写(尽管我说我会准备草稿)?" This may be true, or maybe not. There are really nice people out there who are willing to help, especially our Chinese fellows in different countries. If your time's limited, don't limit yourself as to whom to ask. Lastly, big bless for you! You will get the green card finally.
Actually the title is not that important, since almost everyone that we ask for a reference usually has published XXX papers, been on editorial board or TPCs YYY times, or awarded ZZZ projects/fundings, etc, it is good enough for them to comment on our work. Their credentials are what we present them to be. For the letters from some Big Fellows, or the ones with XXXXX publications and XXXXX citations, we want to tone it down quite a bit so that we are not so trivial in comparison.
