This kind of thing happens. Anyway, they are not obliged to write us a
letter.
If he does not respond, you can use your advisor's letter to describe such
long citations to talk about your impact. Although your advisor is not
independent, he is a co-author, and it's natural for him to describe such
citations as a supporting and relatively objective evidence for you.

My understanding is a little different from what most people thought.
If this guy cite you with a large paragraph, you really don't need his
recommendation letter because the paper itself is an strong evidence. I will
ask letters from other guys to provide other evidence or state from
different angle.

I agree. It is not necessary to ask the person who cited your papers.
You may just elaborate such citations in another independent expert's
letter.
