好像不是，security clearance得单独做。另外，不是每一个公民都可以拿到最高的那

2. Since the process is costly and time-consuming, organizations won’t do
it unless it’s absolutely essential.
3. There are three basic levels of security classification:

b. Secret--This level gets reinvestigated every 10 years
c. Top Secret--This level needs to be reinvestigated every five years.

绿卡没戏吧，至少必须citizen。
我知道很多DARPA的program，PI必须是公民。
