If US citizen is out of USA due to US government or military deployment, he
can apply your I-130 directly to Chinese Embassy and bring you back to USA
when he transfers back to the states. Otherwise, when the US citizen move
back to re-establish his residency, he can file I-130 in USA for you and the
approval will be forwarded to NVC to start consular processing.
The baby born during the marriage can get US passport from US consulate/
embassy in China, if the US citizen has lived in US for 5 years in his
lifetime.

He needs to keep a residence there, yes. or at least on G325A showing that.
