Recently, requesting for birth certificate is a common RFE for i485 application. I guess it is issued by some newly recruited IOs, they do not aware of that no birth certificate is available for most Chinese applicants. Instead, we used so called "Notarial certificate". IOs looked for birth certificate, but they did not realize the "Notarial certificate" we submitted is our birth certificate.
In order to avoid such a potential RFE, I addressed the concept of applying "Notarial certificate" as our birth certificate in cover letter, and placed a note on the cover page of our "Notarial certificate" to indicate that this is the birth certificate they are looking for. I will let your guys know whether it works or not.
Any discussions and suggestions are welcome!
