I finish all the recommendation letters and personal statement in three
weeks. My lawyer only revise two and send to me during the three weeks.
Is my lawyer too slow? I am ready to submit, but she is still not finish her
part yet.

Have you asked beforehand how long she needs to revise the letters?
It usually takes longer to revise the first couple of letters, as we need to
know how to revise the letters. Then the later letters may not need any
changes any more. Some lawyers respond to each document in a day, others may
take longer, and you can ask her how long she needs.
The longest part for me was to get them signed, as many people were on
vacations when I emailed them then.
The PL took me about 2 weeks. I heard that some lawyers may need a month.

Lawyer is slow as she/he deals with multiple cases. So you have to follow up
to make sure things being done in a timely fashion. I have to contact my
lawyer once a week and my case was still 2 months behind our timeline.
