find a local agency to do the translation and notary(~ $100)..If not, go

I heard about some places to make notarization, such as BOA in CA (but
perhaps not in other states), or UPS, or even the university's department
secretary. Those cost much less than $100, and using the secretary's help
could be free. I didn't use them personally though.
