给父母定了united airline机票来美，可是由于健康原因不能成行。打了客服，他们说
可以给credit，还是同一个confirmation number，只要一年内用掉就可以。不过重新
订机票的时候，会交$75/person的rebooking fee，不过我父母的情况可以要求免掉。
但是必须先付了这$75再回头去request refund，他们不能直接waive。请问是这样吗？

要交医院证明，所以客服不可能直接waive，具体程序没走过
通常直接cancel不止75刀的，大概300，但是重新订票才交
