在高校，系里HR说是staff很难拿到H1B，可以给J1。请问，如果J1，之后拿到waiver，
学校办EB1B，这条路是可行的么？还是说只能够J1+waiver+EB1A，或者H1B+EB1B?

I-140 has nothing to do with your non-immigrant status (or lack of such
status)
When you need to file EB I-485, you do need to be in a valid status plus
your J1 waiver.

I would try everything to get a H1B first, then think about green card. It

What HR said is the prevailing wage in my field is ridiculous high, so H1B
is hard... But J1+EB1 is possible...
