收到RFE，内容如下：
The birth certificate and marriage certificate submitted did not come with a
statement from the translator certifying the translation was complete and
accurate. Please resubmit foreign language documents with English
translations that have a statement certifying the translations are complete
and accurate.
Submit a copy of your birth certificate showing your parentage, which has
been registered with the proper civil authorities of the country of your
birth. If you submit a document in any language other than English, the
document must be accompanied by a full and complete English translation. The
translator must certify that the translation is accurate and he or she is
competent to translate from that language to English. If you submit a
foreign language translation in response to this request for evidence, you
must also include a copy of the foreign language document.
请问有经验的高人：
1. 我已经提交了结婚证和出生证的公证件和翻译件，信里面说的statement from the
translator certifying the translation was complete and accurate，这个
complete是指什么？
2. 第一段说我提供的结婚证明和出生证明有问题，但是，第二段却只让我提交出生证
的复印件和翻译件，不知道为什么？还有，我出生的时候没有出生证，都是去公安局开
一个证明，可以提交公安局开的证明吗？
