CLAIM老三样，authorship, contribution, review.
RFE LETTER说：
1. based on the evidence currently in the record, it appears that [
contribution of major significance] has been met
2. based on the evidence currently in the record, it appears that [
authorship] has been met
3. based on the evidence currently in the record, it appears that [judge of
others' work] has not been met.
然后下面说了下我提供的审稿evidence缺哪里，哪里不足。
最后说，As discussed above, the beneficiary has not garnered a one-time
achievement award or met at lest three of the ten criteria.
也就是说，三项里面只有judge那个我没有met. 我想问的问题
1. 虽然整个letter里面没有totality字样，是不是最后一条的意思就是TOTALITY没有
met.那我在写rfe petition的时候，还要
response to totality么？
2. response to totality需要做什么？把前面的authorship and contribution再总结
一遍么？
3.petition提供的文件如果我需要在rfe petition里面refer，我是重新提供一遍，还
是就写please refer to petition exhibit什么之类的？？
