移民局在 2/4/08 的一个 Memo 中说："Where the application is
otherwise approvable and the FBI name check request has been
pending for more than 180 days, the adjudicator shall approve the I-
485, I-601, I-687, or I-698 and proceed with card issuance." FBI 的
NC 超过 180 天，则 I-485 可以不等其结果而先行批准。
info pass的时候得知了case送到FBI的日期。
