照理来说一般都是背景调查完才会发rfe对不对？结果议员回复说还在进行背景调查，
我也真是醉了。2016年5月的RD，11月USCIS显示收到RFE体检。议员详细回复如下：
USCIS records confirm that a response to a Request for Evidence (RFE) was
received on November XX, 2016. As of today, USCIS records indicate that an
element of the background check process was initiated for your constituent’
s permanent residency case; and it is not yet complete. After this process
is complete, the Alien File (A-File) containing the aforementioned Form I-
485 application may be referred to an administrative review which will
facilitate the return of this case to an officer for adjudication at the NSC
. We are unable to determine the date on which your constituent’s permanent
residency case will be assigned to an adjudicating officer and when the
adjudication process may be complete.
If you choose to follow-up with the NSC Congressional Unit, we would be
pleased to provide another case status update based on a future inquiry from
your office and available information. If we can be of further assistance,
please let me know.
