485的instruction里面有这么一段话“If you filed Form I-140 as self-petitioner

这是说，必须自己写个statement说明意愿，还是只要Employment Verification
Letter就可以了？或者两者都要？或者没有Employment Verification Letter的话，自
己写个statement，表明强烈的意愿就可以了？
