EB1A被RFE了，准备回复。律师说希望不大。因为客观需要，所以要自己赶紧准备O1。
遇到问题，跪求指点！
现在用EB1A的模板在自己准备O1的peition letter。EB1A和O1的三个基本要求是一样的
，所以这三条证据的准备比较明了。可是EB1A是按照kazarian case建立的两步法来写
petition。先列满足三条基本证据，再final merit determination. 但是O1 不是这样
。看了些文章，说两步法的final merit determination还没有推广到O1 visa，只是限
于EB1。但是呢，根据USCIS adjudicator field mannual 又说：
“For an O-1 or O-2 case, the adjudicator must determine whether the alien
meets the standards as outlined in the regulations cited above; however, he/
she cannot make a favorable determination simply because the petitioner has
submitted three of the forms of documentation mentioned. It must be a
decision based on whether the total evidence submitted establishes that the
alien of extraordinary ability has sustained national or international
acclaim and recognition in his field of endeavor”
感觉又有点像final merit determination. 所以有点confused.
在这里跪请有成功O1经验的前辈帮忙，指教一下。大家是只罗列复合三个要求的证据就
够了，还是也使用了两步法来写petition letter。O1 的petition letter和EB1A的到
底有多少区别？实在不想在这些基本方面犯错误啊!
