请教 SR回复，看不懂# Immigration - 落地生根

2017年2月2号的485 RD，3月17号收到combo card之后就没音讯了，10月19号忍不住做
了一个SR，得到的回复如下：
The status of this service request is:
We received your service request regarding the status of your case. Since
the date of USCIS’s last action, your file has been transferred to a USCIS
storage facility or records center. We will need additional time to request
your file from that office. Upon arrival, a supervisor will review the file
. Please allow up to 60 days for receipt and review of the file. We will
notify you when we have received and reviewed the file.
What You Can Do
Please see the "Online Services" below to check the status of your case in
the future.

这个回复好像特别的模板，不太理解什么叫up to 60 days for receipt， 难道在
approve之前还会收到Receipt，这明显是扯吧。有没有类似经验的？这段时间一直发现
5月之后的case水绿特别多，然后去年11月到3月的特别少，难道都是因为7月的suspend
，那些材料都收起来了，而5月之后的都还堆着所以先审了？
然后是不是Infopass的officer权利是有区别的，上个月去夏洛特做过一次info，然后
被告知她能看见的和我能看见的是一模一样的，难道我碰到一个菜鸟？
