看板上最近5月份报绿的pd都是16年底，17年1月份，2月份的。由此推断，如果今年的
visa number还available，下个月eb1排期应该要前进了！

Charlie说了很多话，并不是绝对的准确。5月份说6月中国和印度都会倒退，结果只有
印度倒退了。
我并没有说一定会前进，我是说按照最近绿的pd如果有visa number available的话就
会前进。就目前情况，visa number还是有的。

有visa number是有可能排期前进，但就目前的已经current的还没批完呢！NSC近两个
月就没绿的，还有很多在NSC的在等着呢。

我看了下这个描述，还是觉得Charlie说的是对的。
这段话大概的意思就是中印两国continues to be an extremely high rate of demand
，需求继续很高.
may require the retrogression of this final action date in an effort to
limit future number use.
所以有可能需要排期倒退来限制未来的visa数量。
事实证明印度确实排期倒退到了2015，说明印度需求非常大。
中国这个月没倒退，只能说明这个月的需求还没达到要倒退的程度。但谁知道后面呢，
2019还有几个月呢。如果需求正常，那不会倒退。如果需求过大，完全有可能倒退。
他说的是有道理的，没觉得他说错了什么。
