I want to test a JSP based web form on a TOMCAT server.
Can I use Java to create multiple threads and automatically
connect to the server and submit the form?

Why you can not?
You don't know -
* how to create multiple thread? (sounds unlikely)
* how to submit form through Java code? At least I know brutal-force method
works, you can write Java program to send message according to HTTP protocol.
Very likely, there are already tons of packages can do this for you, check
java.sun.com.
