Yes. It doesn't look hard. However you do need to learn
a lot of Java Swing stuff to make it work.

以前看到过一个用java做的矢量图编辑的一个软件，可比这个牛多了。

I am sorry, is there anything special in this interface?
You just pile some icon buttons in there, and now if you
know a little about Java2D, you are all set.
Too pity Java3D is not an official part of Java, you can
even desgin 3D interface with that.
