"Note that you can not be admitted to the U.S. in valid H-1B status any
earlier than 10 days prior to October 1, 2007, and as such should not
seek an H-1B visa stamp appointment until at the earliest that time."

Here are some information from my friend, which could be useful for others:
H-1B approval (I-797 from USCIS received by Fedex): June xx, 2006 (Start
date on I-797: Oct. 1, 2006, without I-94 attached, with notification to US
Embassy in Beijing)
Make appointment in Beijing right away (for July yy, 2006)
H-1B Visa application on July yy, 2006 in Beijing, but unfortunately got
checked;
H-1B Visa stamp ready on Aug. zz, 2006, and got it with passport in mail in
China;
Arrive at US on Sep. 2a, 2006 (

How long before my planned travel date should I apply for a visa?
Because of significant demand for U.S. visas, there is usually a wait for
visa interview appointments. If you need a visa interview, you may have to
wait a few weeks for an appointment. Additionally, post-interview processing
may take another month or two before the visa can be issued. Therefore, we
encourage all visa applicants to call the China-wide Visa Information Call
