I got a letter from hiring manager, which says that "I would like to discuss
a possible offer and salary with you?". Does this mean if I come up with a
high salary, they will not give me the offer.

then ask their range and emphasize that you are flexible.
Do you feel that they will low ball you first?

I don't think they will low ball me first. They will ask me to tell my
expectation first. They did this during on-site, and I refused to reveal it. When I asked their range, they also refused to tell me.
It is said that "if they force you to give them a salary number, implying that they do not want to pay you a good salary".
It looks like I will not get a decent offer.

简单，如果你的职位比较普遍，你可以上salary.com看看。
也可以上glassdoor.com看看。
不过glassdoor 一般都是真实的，（我觉得，还偏低，以为good pay的都不愿share）
