有人withdraw 过OPT吗？ 现在我的OPT还在initial review。我要求10月中旬开始 OPT。

Yes. I did it. Better ask your school to do it for you, which is much faster.
Once your OPT is approved, you can't withdraw it any more. So do it asap if
you are sure.

I do asked the international office, they told me that I can withdraw it
before the OPT starting date even if the OPT has been approved.

Good for you! My school told us we can't do anything once USCIS makes the
decision.
