补充：因为律师办事太慢，导致过了OPT最后一天还没有FILE H1-B的申请。就是说只能
在60天grace period内提交申请了。这种情况可以么？

I think there is a CAP=GAP rule. Ask the international student officer at
your university and see if that applies to you.
I think it applies and it will make your stay here legal until Oct 1st
when you can start working.
