H1B transfer包括两步。第一步新公司要申请新的LCA，第二步新公司递交H1B
petition。其中第二步可以走premium process，15个日历日给结果。但第一步时间可
长可短，因此整个过程可能不止15个日历日。

correct. LCA will take one week. H1B filing pareration depends on Law Firm.

assuming the firm is doing its best, it still needs 3 weeks?
but the petitioner can start work right after lca is approved?

start working after receiving receipt from USCIS. Some company may require
to start working after approval.
