一个朋友今天收到OPT被拒的信，很着急，学校的人说不清楚他这样的情况可否reopen
，了解的朋友请给我留言，或者如果认识有这方面经验的律师也可以留给我联系方式，

他被拒的理由是USCIS收到学校确认申请签字I20的时间超过I20 issue date的30天，具
体如下：
“You must file the Form I-765 with USCIS within 30 days of the data the
Designate School Official (DSO) entered the recommendation for OPT into your
SEVIS record. You applied for OPT on September28, 2012. At the time of
filing your Form I-765, more than 30 days had elapsed since your DSO entered
the recommendation for OPT into your SEVIS record.”
