今天收到一个offer，上面有一段是这么写的，有点不明白
This is a tenure-track appointment to our faculty as Assistant Professor.
Your appointment is effective Sepember 1, 2014 and continues through June 30
, 2015.
Please note that all appointments are contingent upon the availability of
supporting funds, due to financial exigencies.
2个问题，怎么感觉是个临时工一年一签吗？另外，如果没有fund avilability这工作
就没了吗？这样写正常吗？
