1.5-7天。
2.好像是那个职位先要公示10天。所以拿到lca就可以transfer了。

Thanks for ninian and landsat's kind reply.
I double checked some webiste and found:
1) the employer files the LCA for submission:
2) the submitted LCA form needs to be posted where the H1b worker actually
work for ten business days in two obvious places;
3) At the same time, The LCA needs about 7-10 business days to get approved;
4) After gone through the process of (2) and (3), the employer can file H1B
transfer.
