Republican tried to push STEM Act through the House, and it failed. Most
Chinese felt so disappointed and maybe angry at Dems who blocked the act.
Understandable.
But wait, Repub has the majority of the House, so how Dems can block it?
Well, Repub used "suspension of rule" to push the act through, which
requires 2/3 of the votes. Usually it is meant for non-controversial acts
which should be easy to get by. But this act is highly controversial. It
means to create high education based green card quotas by eliminating
lottery based green card quotas. It is always hard to cut one's pie to feed
another. Especially Dems always support lottery green cards. Whether it is
good or bad, such stance is very well-known, even Republics too. So Repubs
were actually pushing an act in such way that it knew will not work, but
just would embarrass their opponents in a certain way.
On the other hand, Dems also have their version of STEM, by not eliminating
lottery green card program, it creates high education green cards
independently. Whether it is good or bad, I am not sure. It also seems
uncertain to me whether we Chinese would like this act (get your green card
while others get theirs too) or not (only I get the card but others can not
for the sake of ......). The prospect? I think it would fail too, either
with or without "suspension of rules".
So honestly, either side just try to show their stance (to whomever they
intend, "We are with you, but we can't help because ......"). Nothing
material will come out.
Politics, errrr ......
