I've heard of an epoxy type of sealant that may help if you have direct contact between wood and concrete. Another method I have seen in deck construction is to use a piece of plywood that have been sealed between your wood and concrete. But over time, plywood may de-laminate as well.
I used PVC boards for trim, and wonder if you can use that in place to plywood.

don't let wood contact soil. you can drill a hole in the ground, pour concrete, put on a metal anchor in the concrete before it dries. After the concrete dries, you can connect the anchor to wood.
