我觉得你贴的东西明确说明是根据NAFTA下的法律。NAFTA本身是为了增强美，加，墨的
经济联系的，鼓励三国的人员流动，和别的国家无关。你不能随便就延伸到世界任何国家

没啥区别，TN也是非移民签证，跟F1没区别，信的后面还说了交485才证明了这个
intent。官方出来清清楚楚的memo不信，非要自己演绎，我老也就能帮到这里了。

Yes, I-140 is property of the petition company, means the company wants to "
immigrate" you.
Technically, you don't necessarily show immigration intent. However, in
reality, I doubt you can get an F-1 visa if the VO knows you have already
filed I-140.
