I have the same question. I have talked to multiple lawyers about this, and it seems everybody has different opinions. The I.O. is supposed to only look at all evidences in your new submission, but they do get a copy of your denial notice. And it is a very subjective process, so if you submit your case too soon, they may think you haven't had time to improve yet. But again, you have a really strong case for EB1-B. it may be worth filing it again soon.
