那是肯定的。
作为DoS，他们看到的是USCIS报上来的category。这个category只有一个，就是GC上面
的。根本不存在double count的问题。如果真的有这个问题，那去年2-5月的EB2 根本
就不可能前进了，6月之后也应该freeze。
