奥本发话了：
EB-2 China moved forward by 2 1/2 months to December 15, 2003. Based on
current demand, this date is likely to either move slightly or remain the
same for September.
EB-3 China, EB-3 India and EB-3 Philippines all have the potential to move
forward a few months in September, depending on demand for EB-3 Worldwide
through early August. The good news is that this category (EB3 China) will
likely recover at the start of the new fiscal year, moving back to a 2010 or
possibly 2011 cut-off date in October.

看来可能2012， 2013整体PERM受金融危机影响，人手不如以前丰富。奥本没达到预期2
类建库的效果，再接着放。 问题是3类必然要进，需求不足，看来新一轮给2013PD的
降级潮在所难免。

排期倒退不符合移民现代化的精神，应该是一步一动或者是一步不动，会不会向后转就
看奥本的心情了
另外一方面奥本似乎也不太想看到2/3类倒挂 所以希望2类顶住压力向前进
