学校H1B不占名额，应该随便什么时候申请都行，但是转成公司H1B占名额，还是要在4
月1号之前申，10月1号开始工作

non-profit H1B can be applied any time of the year, and can start as soon as
it's approved.
but you cannot "transfer" non-profit H1B to profit H1B. always need to apply
for a new one just like everyone else.
the only trick I heard of was, H1B could be part time. and you can use non-
profit H1B, working part time for a non-profit org, while working part time
with a company, in this case, you don't need to wait until Oct to start.
don't know how hard it would be to find a company willing to hire you part-
time only.
