根据是什么？
昨天有USCIS给议员的回信，里面提到他们的目标是把第一（Final Action Date) 和第
二（Application Filing Date) 串联（tandem). 如果是这样的话，当然是两个排期
中间差距越大越好。
如果调回来，EB2I中间差距由现在的50个月增长为74个月，涨幅48%；
EB2C中间的差距由现在的12个月增长为28个月，涨幅133%。
考虑到中国人以前平均48个月交485，如果按现在排期，减少为36个月，如果按原来的
10月排期，减少为20个月，哪个划算？
说“闹”了影响第二排期，根据是什么？
“闹”加引号，是因为”闹“的根本就是移民局嘛，不是深受排期之害的职业移民。

“含笑半步癫”是由台湾一家名为“果风小铺”的企业所开发，其上市时间为1998年，
属于“应景商品”，每盒售价约80到90新台币。但其概念借用成名多日的“含笑半步颠
”实属一个创意。
“含笑半步颠”，采用手掌大小的纸盒包装，盒身呈墨绿色，正面几个大字写明“含笑
半步颠”，再配以所谓“制作人唐寅真像”。有趣的是，这个“唐寅”晃眼一看竟与周
星驰《唐伯虎点秋香》中唐伯虎的扮相十分神似——嘴角微微上翘，手持一柄小扇，得
意洋洋。
在“含笑半步癫”糖的背面更写着：“传说中的含笑半步癫，是以蜂蜜、川贝、桔梗，
加上天山雪莲配制而成。今人糖白虎改以跳跳巧克力取而代之，不需冷藏，也没有防腐
剂。除了生性猛烈之外，味道还很好！实在是居家旅行，整人自娱，必备良品！”——
这段产品解释更是与《唐伯虎点秋香》中的台词不谋而合。

我突然在想，如果没改排期，
那么10月1日一天有可能收到几万个485application.（因为很多人都会第一时间交表）
而且每份材料都很厚。
邮差们是怎么做到的？
USCIS的门房收信的会不会哭晕在厕所？
。
。
。
我为了缓和下大家紧张的气氛而已

Once the original October 2015 Visa Bulletin was published, further
consultations with DHS made it apparent that, for domestic immigrant
petition beneficiaries wishing to adjust status, the variance in gaps
between Dates for Filing Applications and Dates for Final Action might cause
confusion. This was true for several categories, and the anomalous India EB
-2 date in particular. DHS and State jointly decided that in order to be
more transparent and helpful to both overseas and domestic beneficiaries and
their agents, family members, or employers, from now on, if a cutoff date
retrogressed because of unforeseen demand, State would consider
retrogressing the Date for Filing Applications as well. Dates for Filing
Applications will, in future Visa Bulletins, be estimated each month and
moved in tandem with our estimates of the future Dates for Final Action, so
that the gap between them is a reasonable estimate for a beneficiary to take
action on his or her case. The dates contained in the previous Visa
Bulletin reflected the dates State had long used for internal processing
purposes. Following consultations with the DHS, the Dates for Filing
Applications for several categories in the Family-Sponsored and Employment-
Based preferences have been adjusted to better reflect a timeframe
justifying immediate action in the application process

装没看懂认真回复一下：
多虑了。收件和初步的材料检查都是contractor做的，人工费用比USCIS的federal
employee少至少一半。
来多了，就多hire几个contractor就结了。

意思是第二排期跟第一排期正相关，第一排期进，第二排期也进。第一排期退，第二排
期也退。第二排期就是个缓冲区。至于这个缓冲区多大，他们根据自己“研究”结果说
了算。
